Fred G. Mills | Founder / Managing Member

Fred attended the University of North Carolina at Chapel Hill, and graduated from Wake Forest University with a Bachelor of Science in Business Administration in 1966. He is also a licensed Real Estate Broker in North Carolina. Fred has specialized in affordable housing for almost twenty years. As the Managing General Partner of United Equities, he has been responsible for the development of thousands of multifamily units. Fred is also the Managing Member of United Property Management, LLC, which currently manages rental communities across the state of North Carolina.

Rachel Mills | Controller

Rachel graduated from the University of North Carolina at Chapel Hill and continued her education at Meredith College, earning a Masters of Business Administration in 1998. She joined UPM in 1999, and now serves as Controller. Rachel is in charge of coordinating, planning, and reporting on the financial activities of UPM and UE, as well as all rental communities managed by UPM. She oversees general accounting, property accounting, bookkeeping, auditing, human resources, and budgetary controls.

Jennifer Atchison | Assistant Controller / Loan Closing Coordinator / Executive Assistant

Jennifer graduated from NC State University with a Bachelor of Science in Accounting in May 2009. She joined UPM in 2007, and she is responsible for accounts receivable reconciliation, bank transfers, and other accounting duties. In addition, she provides administrative support to Fred Mills.

Casey Patton | Director of Property Management

Casey graduated from Appalachian State University with a Bachelor of Science degree in 1984. He is a licensed Real Estate Broker in North Carolina and was awarded the designation as a Certified Property Manager®, as recognized by the Institute of Real Estate Management (IREM) in 2007. Casey joined UPM in 2007, and is responsible for overseeing the operations of the rental communities in the UPM portfolio, as well as supervising all site and compliance staff. Casey has been in the apartment industry since 1988, and has extensive experience in the management of both Conventional and LIHTC multifamily housing. He has served as Treasurer and Board Member of the Triad Apartment Association from 1997 to 1998. Casey attends Tax Credit and RPP training workshops regularly and is an active member of IREM Chapter 105.
