Fred G. Mills | Founder / Managing Member

Fred attended the University of North Carolina at Chapel Hill, and graduated from Wake Forest University with a Bachelor of Science in Business Administration in 1966. He is also a licensed Real Estate Broker in North Carolina. Fred has specialized in affordable housing for almost twenty years. As the Managing General Partner of United Equities, he has been responsible for the development of thousands of multifamily units. Fred is also the Managing Member of United Property Management, LLC, which currently manages 21 rental communities with over 1,000 units in total.

Rachel Mills | Controller

Rachel graduated from the University of North Carolina at Chapel Hill and continued her education at Meredith College, earning a Masters of Business Administration in 1998. She joined UPM in 1999, and now serves as Controller. Rachel is in charge of coordinating, planning, and reporting on the financial activities of UPM and UE, as well as all rental communities managed by UPM. She oversees general accounting, property accounting, bookkeeping, auditing, human resources, and budgetary controls.

Shelly Robinson | Development Coordinator

Shelly graduated from the University of North Carolina at Charlotte with a Bachelor of Arts in Communication and a minor in Public Relations in 2002. She is a licensed Real Estate Broker in North Carolina, and has earned designations as a National Apartment Leasing Professional and Certified Apartment ManagerŪ, as recognized by the National Apartment Association. Shelly has worked in the apartment industry since 2002. She joined UPM in 2007, and now coordinates real estate loan closings, in addition to providing administrative support to Fred Mills.

Jim Harrell, III | Director of Business Development

Jim graduated from Hampden-Sydney College and continued his education at Emory University, earning his Juris Doctor degree. He joined UPM in 2008, and is responsible for business development and client communication, as well as locating new sites for development. Previous to his work at UPM, Jim worked as an attorney and in construction management as a site engineer. Jim is currently pursuing a Certificate of Finance from the Kellogg School of Management.

Casey Patton | Director of Property Management

Casey graduated from Appalachian State University with a Bachelor of Science degree in 1984. He is a licensed Real Estate Broker in North Carolina and was awarded the designation as a Certified Property ManagerŪ, as recognized by the Institute of Real Estate Management (IREM) in 2007. Casey joined UPM in 2007, and is responsible for overseeing the operations of the rental communities in the UPM portfolio, as well as supervising all site and compliance staff. Casey has been in the apartment industry since 1988, and has extensive experience in the management of both Conventional and LIHTC multifamily housing. He has served as Treasurer and Board Member of the Triad Apartment Association from 1997 to 1998. Casey attends Tax Credit and RPP training workshops regularly and is an active member of IREM Chapter 105.

Michelle Gardner | Director of Property Management

Michelle has seven years experience in LIHTC management and over two years experience with LIHTC compliance. She joined UPM in 2007, and now trains new site managers, conducts physical inspections of sites, performs file audits, and assists in the lease-up of new sites. Michelle holds the TaCCS Low Income Tax Credit Compliance certification and Assisted Housing Management certification, and she also attends Tax Credit and RPP training workshops regularly.

Melissa Jenkins | Compliance Specialist

Melissa has 13 years experience in LIHTC management and three years experience with LIHTC compliance. She joined UPM in 2001, and now reviews all tenant applications, certifications, and eligibility documents, as well as preparing reports required by NC Housing Finance Agency while complying with all Tax Credit laws and guidelines. Melissa holds the TaCCS Low Income Tax Credit Compliance certification and she also attends Tax Credit and RPP training workshops regularly.

Greg Davidson | Compliance Director

Greg graduated from NC State University with a Bachelor of Science in Business Management and a minor in Spanish in 2000. He joined UPM in 2006, and is now responsible for ensuring compliance with all applicable Federal, State, and Local Tax Credit laws and guidelines. Greg holds the TaCCS Low Income Tax Credit Compliance certification and he also attends Tax Credit and RPP training workshops regularly.

Jennifer Atchison | Assistant to Controller

Jennifer joined UPM in 2007, and she is responsible for accounts receivable reconciliation, bank transfers, and general accounting duties. She is pursuing a Bachelor of Science in Accounting at NC State University and will graduate in May 2009. After graduation, Jennifer will begin work full time in the UPM Accounting department.
